“Legal and Economic Aspects of Combating Corruption” Conference at the Faculty of Law

Under the auspices of Prof. Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, and Prof. Dr. Mahmoud El-Metini, President of Ain Shams University, launched the "Legal and Economic Aspects of Combating Corruption" conference, at the Faculty of Law, Ain Shams University, in the presence of Prof. Dr. Abdel Fattah Saoud, Vice President for Education and Student Affairs, Prof. Dr. Mohamed Ayman Saleh, Vice President for Graduate Studies and Research, Prof. Dr. Hesham Tamraz, Vice President for Community Service and Environmental Development, Prof. Dr. Muhammad Safi, Dean of the Faculty of Law at the university, Counsellor Ezzat Abu Zaid, head of the Administrative Prosecution Authority and member of the Council of the Faculty of Law at the university, Counselor Ahmed Saad El-Din, first representative of the House of Representatives and member of the Faculty Council, Counselor Alaa El-Shimy, Undersecretary for Human Rights, Women and Children at the Ministry of Justice, Major General Dr. Adel Al-Sen, advisor to the organization The Arab Administrative Development Authority, and representatives of the Administrative Control Authority, Major General Khaled Saeed, Brigadier General Muhammad Suleiman, the Vice Deans and a group of faculty staff.

In his speech during the opening session of the conference praised Prof. Dr. Abdel Fattah Saoud, Vice President for Education and Student Affairs, plays the role of the Faculty of Law and the University through this great gathering, which indicates the value of the prestigious Ain Shams University, recommending that the conference and its outputs result in refocusing on the definition of corruption. Establishing a definition of corruption and its forms, including inefficiency at work, with the need for a clear link between sustainable development and the fight against corruption, as the state’s orientations towards the new republic are not only constructions but rather a change of thought, and to complete the process, we must work together to fight corruption.

He added that the conference should strive to simplify its outcomes for undergraduate students to achieve the desired benefit of the conference.

Prof. Dr. Mohamed Ayman Saleh, Vice President of the University for Graduate Studies and Research, called for the launch and distinction of the Faculty of Law at the university in all activities and interaction with society, stressing that the conference and its topic are among the most important problems that must be discussed and addressed, as corruption is not limited to bribery and theft but to inefficiency. And neglect at work, hoping that the conference and its research will discuss these points and ways to train all students and university employees academically and scientifically to combat forms of corruption and apply transparency to raise the status of the country and apply the principle of mutual opportunity for all.

As explained by Prof. Dr. Hesham Tamraz, Vice President for Community Service and Environmental Development, in his speech during the opening session that man will always resist corruption in all its forms, in order to achieve the image that we dream of for our beloved country, adding that we are witnessing an unprecedented revolution to combat corruption through a national anti-corruption strategy with orientations From His Excellency the President of the Republic, and we are working according to international events and standards in all forums to present a pioneering model for Egypt in the field of anti-corruption, expressing his happiness with the conference and its theme, which is in line with the university’s goals to achieve sustainable development.

Prof. Dr. Muhammad Safi, Dean of the Faculty of Law at the university, said that the conference came to be aware of the role of the Faculty of Law in the field of applied scientific research aimed at proposing solutions to the problems of society, especially corruption, which has become a global phenomenon that haunts the community with its impact as well as the countries. in community development.

Moreover, Prof. Dr. Muhammad Safi said that the conference will discuss 26 papers distributed over four sessions throughout the day by Egyptian researchers and some researchers from sister Arab countries. The research discusses the concept of corruption and the role of internal and international law in confronting corruption and the agencies concerned with corruption.

In his speech, Prof. Dr. Muhammad Al-Shafei, Vice Dean of the Faculty of Law for Education and Student Affairs, said that the conference sheds light on the phenomenon of corruption, its problems, ways to address it, the legal and legal aspects of it, and the severe danger it poses to any country as an obstacle to sustainable development as a beacon for fighting corruption. The conference coincided with the International Anti-Corruption Day.

Counselor Ezzat Abu Zaid, head of the Administrative Prosecution Authority and a member of the Faculty of Law’s council, stressed in his speech that the conference topic is very important and fully consistent with the historical function of the administrative prosecution, which is to fight corruption in all state agencies, adding that the state is currently witnessing, during the era of His Excellency the President, an amazing development in all respects. Hence, we cannot allow corruption to destroy what has been built, hoping that the conference will produce practical recommendations to combat corruption in all its forms and manifestations.

It is worth noting that the conference includes 4 sessions throughout the day. The first session is entitled 'Humanitarian, legal and economic considerations and their role in preserving the components of society from corruption', headed by Prof. Dr. El-Sayed Attia, Professor of Political Economy, during which six research papers will be presented.

As for the second session, it is titled “The Oversight Bodies and Their Role in Confronting Corruption,” and it is chaired by Prof. Dr. Ramzi Al-Shaer, Professor of Public Law, and it also includes six research papers, “Procedural Justice and Reducing the Practice of Corruption” is the title of the third session, which includes four research papers, and the session is chaired by Prof. Dr. Taha Awad Ghazi, Professor and Head of the Department of Philosophy and History of Law, and Vice Dean of the Faculty.

The last session is entitled "Anti-Corruption Mechanisms at the International Level and Comparative Legislation” and includes six research papers. The session is chaired by Prof. Dr. Muhammad Safi, Dean of the Faculty of Law and Professor of Public International Law.
