The Minister of Higher Education chairs the meeting of the Supreme Council of Universities in the Administrative Capital

The Supreme Council of Universities held its regular meeting, headed by Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, at the new headquarters of the Ministry of Higher Education and Scientific Research in the new administrative capital, in the presence of Dr. Muhammad Latif, Secretary of the Council and members of the Council.

The Minister welcomed the members of the Council for their attendance at the meeting of the Supreme Council of Universities, in the presence of the new headquarters of the Ministry of Higher Education and Scientific Research in the new administrative capital.

The Council thanked the presidents of the universities whose term expired at the end of July for their fruitful efforts in developing the higher education system in their universities, namely: (Dr. Ahmed Mohamed Bayoumi, President of Sadat City University, Dr. Ashraf Mohamed Abdel Basset, President of Mansoura University, and Dr. Tarek Abdullah Morsi El-Gammal, President of Assiut University, Dr. Othman El-Sayed Abdel-Aal Shaalan, President of Zagazig University, Dr. Mohamed Mahgoub Azzouz, President of Luxor University, Dr. Mamdouh Mahmoud Mahdi, Acting President of Helwan University, and Dr. Mohamed Hussein Al-Mahrasawy, President of Al-Azhar University.

The Minister stressed the readiness of Faculties to conduct aptitude tests for high school students to enroll in faculties for which admission is required to pass qualifying aptitude tests, and for which it was decided to start registration through the coordination website www.tansik.egypt.gov.eg during the period from Monday 25 July and continue until Next August 6, stressing taking all precautionary and preventive measures to ensure the safety of all members of the academic community, provided that capacity tests are conducted under the direct supervision of university presidents and vice presidents for education and student affairs, to ensure the regularity of exams during the prescribed period.

The Minister stressed the readiness of the main coordination office in the university city of Ain Shams University to start its work. He also directed the necessity of the readiness of computer laboratories in all public universities; To assist students during the period of electronic coordination for university admission, which will start after the announcement of the high school result, while providing qualified counselors to assist students throughout the coordination period.

The Minister of Higher Education directed that the Faculties quickly finish announcing all the results of the end of the school year 2021/2022, and start preparing for the next academic year, and that universities carry out comprehensive maintenance work for buildings, facilities, auditoriums, classrooms, laboratories and university cities, taking into account the elements of safety and security for all university facilities, during Summer Holiday.

The Minister directed the universities to continue to engage in community participation in cooperation with the “Decent Life” initiative, during the summer vacation period, through medical, veterinary and agricultural convoys, educational seminars, events and various activities, and to increase literacy efforts in cooperation with the General Authority for Adult Education; To activate the role of universities in community service and environmental development.

The Minister directed to intensify the cooperation of universities with the Institute for Leadership Development during the summer vacation, to organize sports, cultural and artistic events and activities for students, as well as support people with different talents, enhance belonging among university students, and educate students about abnormal and extremist ideas. The Minister also directed the participation of universities in the summer football tournament The Football Association is organized by the Arab Academy for Science, Technology and Maritime Transport in cooperation with the University of Alexandria, with the participation of public and private universities.

Dr. Adel Abdel Ghaffar, Media Adviser and Official Spokesperson for the Ministry of Higher Education and Scientific Research, stated that the Council approved in its meeting the time map for the new academic year 2022/2023, which begins on Saturday, October 1, 2022, and the study continues in the first semester for a period of 14 weeks, ending on January 5, 2023, and begins The end of the first semester exams will be on January 9, 2023, and end on January 26, 2023, and the mid-year vacation starts from Saturday, January 28, 2023, and ends on Thursday, February 9, 2023, and the second semester begins on February 11, 2023, and the study continues for 16 weeks, ending on Thursday 1 June 2023, and exams for the second semester will be conducted during the month of June 2023, according to the nature of study and exams in each Faculty.

The spokesperson added that the council also agreed, at its meeting, on the opening dates for electronic submission to apply for diplomas and institutes exams on the website of the Supreme Council of Universities https://scu.eg/ on Sunday 7/8/2022, taking into account the possibility of extending the application period in accordance with the dates The release of the results of the second round exams for diplomas and technical institutes for the year 2022.

The official spokesperson confirmed that the council also agreed in its meeting to include the technological universities (New Cairo University of Technology - Delta Technology University - Beni Suef University of Technology - October 6 Technology University - Borg El Arab Technology University - East Port Said Technology University - Taibah Technological University - New Assiut University Technology - Samannoud Technological University - Misr International Technology University (including the Faculty of Technology in Cairo - the Faculty of Technology in Fayoum "Demo" - the Egyptian German Technology Faculty in Assiut), on the electronic coordination site during the stage of capacity tests for various certificates for this year 2022, where it is required to join technological universities to pass Aptitude tests, and the Council also agreed to issue a coordination stamp for each university separately, to be listed on the coordination website in accordance with the admission conditions and rules for these universities.

The official spokesman added that the council also agreed to form an independent sector committee for interdisciplinary sciences to consider inter-programmes in universities. Universities present their nominations of professors and experts in preparation for a decision to form this committee and start its work during the coming period, in order to keep pace with the contemporary development in scientific disciplines.

The Council reviewed a report on the achievements of the community service and environmental development sector, during the period from January to June 2022, which included the launch of 643 convoys by universities for the neediest areas in light of the "Decent Life" initiative, benefiting 298,900 citizens, and the implementation of 363 human medical convoys, with a total number of 258,296 beneficiaries. Citizens, 110 veterinary medical convoys launched, 134,719 benefited cases, 917 nursing convoys, 126,377 cases benefited, 1,394 agricultural convoys benefited 44,918 citizens, 90,344 literacy classes were implemented and this succeeded in erasing illiteracy 130,485 citizens, and 159 courses Industry of Egypt, benefiting 27,548 citizens, carrying out 429 awareness seminars on the dangers of drug abuse and combating addiction, and the number of cases benefiting 47,649 people, organizing 581 anti-terrorism seminars, benefiting 42,827 citizens, and implementing 2,192 seminars on the role of universities in facing the Corona pandemic, benefiting 55,806 people and the implementation of 370 seminars on the role of universities towards people of determination, and the number of cases benefiting 26,584 citizens.

The council also reviewed a report on field visits to the Faculties and institutes in which studies were started during the last ten years, which are affiliated to the committees of the sectors (specific education and home economics - business studies - arts and music education - archeology - economic studies and political sciences - computer and informatics), and directed the council to complete All material and human capabilities before the start of the new academic year in all these faculties and others; To ensure the continuing efficiency of the educational process.

In implementation of the Prime Minister’s decision to amend Article 6 of the Executive Regulations of the Universities Organizing Law related to the equivalence of foreign certificates, the Council approved the mechanisms for examining students with academic degrees from a foreign university or institute, which are ranked after the 1,000 universities in the international classification of universities, for equivalency Those degrees are approved by the Supreme Council of Universities, where it was decided to hold the test 3 times mainly, and a fourth time optional in case of need, provided that the three basic exams are held every four months, taking into account that the exams are held in different geographical places, including (University in Cairo The University of Upper Egypt, University in Northern Egypt), and the Supreme Council of Universities determines the time map for holding the exams and the names of the three universities in which the exams will be held, provided that the Secretary of the Supreme Council of Universities is authorized to choose the date of the exam for the fourth time, and to determine the place of its convening, and the Faculties organizing the exams are in charge of Develop their own tests.

In the event that the university’s classification is from 150-1000 globally, it is sufficient to review the credit hours of the study programs, and to review the course descriptions, through the sector equivalency committee.

In the event that the university from which the student obtained the degree is among the top 150 universities internationally, the degree will be equated directly.
