The Minister of Higher Education chairs the meeting of the Supreme Council of Universities at Ain Shams University

The Supreme Council of Universities held its periodic meeting, headed by Prof. Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, in the presence of Dr. Muhammad Latif, Secretary of the Supreme Council of Universities, and the members of the Council, at Ain Shams University.

At the beginning of the meeting, the council thanked Ain Shams University headed by Prof. Dr. Mahmoud El-Metini, President of the University; for hosting the Supreme Council of Universities meeting, he also congratulated Dr. Ahmed Bayoumi for the issuance of the Republican decision to renew confidence in his sovereignty as president of Sadat University, and thanked Dr. Ahmed Ghellab, the former President of Aswan University for his efforts in promoting Aswan University, and congratulated Dr. Ayman Othman for assigning him to carry out the work of the President of Aswan University.

Dr. Khaled Abdel Ghaffar instructed universities to adhere to the implementation of all precautionary measures to limit the spread of the Corona virus in universities and institutes, by reducing the number of students in grades, teaching rooms and laboratories, reducing the time allocated for lectures and practical lessons, taking into account social distancing and wearing medical mask throughout the period of presence on campus, and taking legal measures Necessary against violators.

The Minister directed the university presidents to raise the maximum degree of preparedness in university isolation hospitals and to ensure that the hospital’s capacity is proportional to the rates of increase in the number of cases, in addition to being fully prepared to increase the capacity of university isolation hospitals if needed, whether at the level of regular beds or intensive operations beds.

The minister directed quickly to implement the political leadership's directives to establish universities for research centers interested in monitoring the various changes taking place in the Egyptian society, the region and the world, and paying attention to future foresight studies to present future visions that state institutions would benefit from in dealing with future challenges.

During the meeting, the Minister directed to the formation of a committee of some university presidents and some vice presidents of universities for community service and environmental development affairs to prepare an integrated implementation plan to spread community awareness among the student community in all Egyptian universities and institutes, and the plan to develop community awareness aims to develop the university student's awareness of all political, economic, security, cultural and social challenges facing Egypt at the local, regional and international levels. The plan also includes methods of immunizing students from black propaganda and rumors and false news that are published on social media and modern communication technology, with the aim of preserving Egyptian national security and community stability, preserving the nation's capabilities, setting up a detailed timetable for the implementation of this plan, as well as defining the forms and designs of awareness that attract students, and presenting this plan to the Council In his upcoming meetings; To discuss and approve it to start implementing it.

The Minister instructed universities to seek assistance from the National Identification Center to obtain certificates and official papers. To ensure that it is safe and not amenable to fraud.

The minister directed to integrate the skills of the twenty-first century into the curricula of Egyptian university students, to keep pace with the developments of the current era, which began to depend on skills and competencies in joining the labor market.

         
   
         

The council approved the unification of the name of the fisheries colleges and the inclusion of a new specialization in the colleges (marine fishing technology and marine environment safety).

The council discussed the establishment of a branch of Ain Shams University in the state of Tanzania, which includes faculties of (Medicine - Engineering - Agriculture - Al-Alsun), and agreed to take the necessary measures to amend the executive regulations of the law organizing universities in this regard.

The council agreed to take the necessary measures to amend Article 193 bis 1 in the executive regulations of the Universities Organization Law, by adding degrees awarded by Faculties of Education, and it includes adding (the General Diploma in Education for Quality, the Professional Diploma in Specific Education in one of the qualitative or educational disciplines).

The Council stressed the commitment to the stipulation of the Scholarships Law 149 of 2020 regarding the non-travel of any student except after the approval of his study leave by the central administration of scholarships.

The Council approved the request submitted by the National Council for Mental Health to form a committee to regulate the practice of the profession of psychotherapy for non-psychiatrists, provided that the committee consists of (three professors of psychiatry and three professors of clinical psychology from Egyptian universities who have a license to practice the profession) In implementation of Law No. 201 of 2020.

The Council approved the facilities offered to international students in the postgraduate level in Egyptian universities, with regard to registration, formation, discussion, and procedures for admission to masters and doctorates, in order to overcome the difficulties, they face.

The council approved a list of 16 Kazakh universities, in order to equate the scientific certificates issued by them.
